Tarja Halonen, Finland's president, refused on Friday to confirm the government's nomination for permanent secretary of the interior ministry.
Instead of Ilkka Laitinen, the government's candidate, President Halonen wants Ritva Viljanen, the current permanent secretary, to continue on the job.
Now that President Halonen has rejected the government's proposal, the matter will return to another round of government talks. After a second government proposal the president is free to appoint her candidate.
