A report made public Monday concludes that the impact of Nato membership on Finland's sovereignty would be "significant".

"Finland would commit itself to receiving and sending forces as well as to the advance planning for such situations," said in the report Juha Rainne, a researcher at the Erik Castrén Institute, part of the University of Helsinki.

"Accepting such a mechanism of mutual defence cannot be considered irrelevant for sovereignty."

But the report goes on to say that while Nato accession would require several amendments to existing legislation, there are no firm legal obstacles to membership.

"Nor is it argued that primarily legal aspects should be decisive when considering whether Finland should join Nato."

The report, titled Legal Implications of Nato Membership, was commissioned by the Finnish foreign ministry.
