Jaakko Jonkka, the Finnish chancellor of justice, said Thursday that the justice ministry had acted "conspicuously passively" in monitoring compliance of the Act on the Disclosure of Election Financing.
Mr Jonkka added that the ministry had failed to draw up a single set of guidelines on disclosure.
The chancellor said it was contradictory for the ministry to refrain from requesting additional reports on financing declaration procedures while Arto Jääskeläinen, the head of the ministry's electoral administration, pulled no punches in faulting said practices in the media.
The Act on the Disclosure of Election Financing came under fire earlier this year when it came to light that a number of lawmakers and ministers had failed to declare some sources of 2007 general election campaign funding.
