The Finnish News Agency (STT) learned Wednesday that the Finnish cabinet committee on foreign and security policy and the president would decide in a joint session on Friday that the country would not sign the international treaty banning the use and stockpiling of cluster munitions.

The convention, endorsed in Dublin in May, is to be signed by more than 100 countries in Oslo in December.

Tarja Halonen, the Finnish president, said at the weekend that Finland could not sign the treaty in the current stage.

The Finnish military has recently purchased cluster munitions in an effort to replace anti-personnel land mines. The Finnish government has pledged to sign the Ottawa anti-personnel mine ban treaty in 2012.
